Description
Quality Management Engineer in the Quality Management and Assurance Section.
The Quality Management and Assurance Section (TEC-QPQ), located at ESTEC, is responsible for the development, implementation and maintenance of quality and supply chain management expertise. It supports corporate quality management, operating under the authority of the Directorate of Technology, Engineering and Quality (D/TEC) and the ESA Quality Manager within the Quality Department (TEC-Q). The Section reports to the Head of the Quality and Product Assurance Management Division (TEC-QP) and supports the entire Agency, serving customers across all directorates and locations within a matrix structure. Furthermore, the Section manages accreditation and certification schemes and supports the evaluation and monitoring of ESA supply chain quality.
Duties
In this position, you will provide expert support to the Section’s activities in the area of quality, with a specific focus on the quality management system of ESA’s directorates . Your main tasks will relate to the development, implementation and maintenance of the ISO 9001 management system.
Your tasks and responsibilities will include:
- providing expertise in the quality management field;
- ensuring management system operations and improvements in compliance with the ISO 9001 standard;
- reporting on the status of the management system to the Quality Manager and high-level management;
- liaising with all quality managers within ESA directorates to identify and exploit management system synergies;
- leading reviews of existing internal processes and tools, defining new processes and collecting and analysing quality statistics to support process owners with continuous improvement and further optimisation of internal operations at ESA;
- supporting the ESA Quality Manager with the organisation and preparation of management system reviews to allow evaluation of overall system effectiveness;
- organising and preparing management system-related workshops and meetings;
- organising, preparing and providing management system-related awareness training;
- coordinating the planning and organisation of periodic third-party audits to maintain the associated certification;
- coordinating the planning, organisation, performance, follow-up and analysis of internal quality audits and audits of external providers, assessing compliance with baselined quality requirements;
- maintaining the management system sites (SharePoint) and related systems, including their updates and upgrades;
- assisting in the resolution and analysis of non-conformances, problems and customer complaints, including following up the implementation of related corrective actions;
- contributing to the dissemination of the results of the activities performed and the transfer of knowledge across the Agency;
- defining, initiating and managing R&D activities within your field of competence, covering both long- and short-term needs;
- taking on the role of technical officer for dedicated contracts at the request of the Head of Section.
Your duties may also include supporting other activities within your field of competence.

Education
A master's degree in quality engineering or another engineering discipline is required for this post.
Additional requirements
Knowledge of ISO 14001, ISO 45001, OHSAS 18001 or ISO 27001 standards is considered an asset.
Knowledge of ECSS standards is considered an asset.
You must be eligible for security clearance by your national security administration.

In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.
Applicants must be eligible to access information, technology, and hardware which is subject to European or US export control and sanctions regulations & eligible to acquire the security clearance by their national security administrations.
During the recruitment process, the Agency may request applicants to undergo selection tests. Additionally, successful candidates will need to undergo basic screening before appointment, which will be conducted by an external background screening service, in compliance with the European Space Agency's security procedures.
