Description
The ESA Programme Related to EU Secure Connectivity, hereinafter referred to as Secure Connectivity, is intended to support the effective development and validation of the EU Secure Connectivity governmental infrastructure and the services provided by it, as well as the validation and demonstration of services based on the commercial infrastructure developed by the contractor(s) delivering the EU Secure Connectivity governmental infrastructure.
Reporting to the Head of the Secure Connectivity Programme Department, you will be responsible for the delivery aspects of the European Union Secure Connectivity Programme and
the management of the preparatory projects for the current and upcoming versions of the IRIS² system, ensuring full compliance with the programme commitments.
In your role as Delivery Manager, you will ensure that the IRIS² project teams complete the projects in a timely and efficient manner, and you will manage an optimised project development plan at each stage of the development, ensuring that risks and issues are properly integrated and that their impact is minimised.
Duties
Your tasks and responsibilities will include:
- managing the preparatory initiatives for IRIS² evolutions, ensuring the implementation of all associated developments within the agreed budget and schedule, including:
- managing the associated procurement process and ensuring compliance with IRIS² procurement policies and procedures;
- initiating and managing the corresponding industrial contracts;
- monitoring and managing risks throughout the project lifecycle;
- implementing the existing security management, project management and product assurance and safety processes;
- using Agile project management techniques to manage projects and improve delivery processes;
- performing data analyses to ensure that a project is both accurate enough to meet customer demands and on schedule for prompt arrival;
- working with the European Commission Deployment Manager and the subcontractor’s Delivery Manager, summarising details of delivery status and discussing any project delivery-related requests pertaining to the short, medium or long term or necessary adaptations;
- in the definition of an optimised development plan for the short, medium and long term;
- collaborating closely with the Engineering Offices and PMSO managers, introducing a focus on project delivery and prioritising activities towards the best possible compromise between compliance and schedule;
- contributing to schedule and risk management activities, including progress reporting and indicators as coordinated by the PMSO;
- supporting the project managers to define and bring about evolutions in the development plans and supporting technical leaders to apply innovative delivery methods;
- continuously monitoring the project status and proposing adaptations to address issues or new identified risks on the delivery schedule;
- contributing to the reporting to ESA management and the European Commission in accordance with the Contribution Agreement in close coordination with the Head of the Secure Connectivity Programme Department and the Business Control and Programme Management Support Office;
- close coordination with other project disciplines, including the Project Management Support Office, the System Office, the Space Segment Office, the Ground Segment and Operations Office, the Security Office and the Product Assurance and Safety Team.
You will also be responsible for identifying, assessing, managing and reporting the health and safety risks in your area of responsibility.

Education
A master’s degree in engineering, physics or a scientific field is required.
Additional requirements
You bring experience in the implementation of projects, ideally in the area of telecommunications, ensuring delivery within cost and schedule. You also have excellent negotiation skills and a proven track record of successful project management achievement.
In addition, you have:
- the ability to manage individuals or a team in a project setting;
- the ability to organise individual and team activities and ensure a motivating work environment;
- strong leadership capabilities, with proven relationship management and communication skills;
- the ability to drive your team’s performance, developing your people by encouraging learning, delegating responsibility and giving regular and constructive feedback;
- strong problem-solving skills to deal with day-to-day challenges, together with demonstrated planning and organisational skills;
- a strong result orientation with the ability to set priorities and present practical solutions both orally and in writing;
- experience working on projects with a security dimension.
People management experience is an asset, as is international experience, i.e. outside your home country, as well as experience in diverse functional areas relevant to ESA activities.
Direct experience of working with a commercial applications company and operator will be a distinct advantage.
Experience in public-private partnership projects would be an asset.
Public speaking experience and the ability to conceptualise complex ideas would be beneficial.
