Description

Head of the Infrastructure and Value Chain Project Control Section, Operating Planning and BUC Office, Directorate of Space Transportation.

 

Under the direct authority of the Head of Operating Planning and BUC Office, the Head of the Infrastructure and Value Chain Project Control Section (STS-BI) will be responsible for the project control and management support activities undertaken in support of Infrastructure and Value Chain (STS-I) within the Directorate of Space Transportation.

 

The Head of the Infrastructure and Value Chain Project Control Section (STS-BI) supports the Head of Infrastructure and Value Chain in the management of programme and project activities relating to cost, schedule, risk and other controlling activities.

Duties

You will lead the team of project controllers in the Infrastructure and Value Chain Project Control Section (STS-BI), providing project control and management support to all programmes, projects and activities of Infrastructure and Value Chain (STS-I) to enable on-time, at-cost and quality project delivery, including:

 

  • implementing and operating planning and control procedures to provide full visibility over all activities relating to Infrastructure and Value Chain (STS-I), while ensuring compliance with ESA requirements for management reporting on cost, schedule, finance, workforce and industrial return;
  • preparing, developing, maintaining, and reporting the project cost at completion (CaC), including annual commitment, cost and cash plans, multi-year procurement plans and workforce planning, as well as the associated reporting of activities;
  • coordinating and implementing risk management and related risk reporting, in accordance with the Agency’s Risk Management Policy;
  • monitoring industry compliance with established formal requirements for management, costs, schedule, risks, industrial return and reporting, including deviations from plans and trends;
  • maintaining project schedules and milestone trends, including risk-adjusted schedules;
  • monitoring financial commitments for compliance with budgetary provisions and financial regulations;
  • monitoring ESA-internal expenditure, including recharges and support services;
  • coordinating the financial, accounting and fixed asset management activities of the projects and ensuring IPSAS compliance;
  • tracking industrial return information for both reporting and forecasting;
  • coordinating the preparation of project plans and supporting the related independent assessment and project reviews (IPRevs);
  • participating, on behalf of the Operating Planning and BUC Office, in Agency-wide working groups, if and when required;
  • managing the STS-BI workforce and ensuring its professional competencies are maintained and enhanced;
  • assisting the Operating Planning and BUC Office in operating and, where needed, introducing uniform procedures for the management and control of all project matters;
  • supporting the Operating Planning and BUC Office in the transversal controlling functions allocated to the STS-BI Section.

 

You will also be responsible for identifying, assessing, managing and reporting the health and safety risks in your area of responsibility.

Education

A master's in engineering or business administration is required for this post.

Important Information and Disclaimer
In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.

During the recruitment process, the Agency may request applicants to undergo selection tests. Additionally, successful candidates will need to undergo basic screening before appointment, which will be conducted by an external background screening service, in compliance with the European Space Agency's security procedures.
